SOCIAL PARTICIPATION

Parliament (P20)

Created in 2010, the P20 group is led by the presidents of the G20 countries' parliaments. The Group aims to engage parliaments to strengthen global collaboration and ensure the practical implementation of international agreements in the Group of 20 member countries.

About the P20

As parliamentarians play an essential role in guiding their respective governments, the P20 is a powerful and unique platform for the parliaments of the G20 countries to contribute to the debates on global issues. The goals include inter-parliamentary cooperation and increased engagement between governments, parliaments, and other stakeholders in implementing various G20 outcomes.

Parliaments, composed of various forces, can devise creative solutions to contemporary challenges through the exchange of ideas. The Brazilian presidency plans to guide the group's activities throughout the year with this strategic approach.

P20 Women

The 1st Meeting of P20 Women Parliamentarians was held in July in Maceió to broaden women's participation in politics and in discussions that are in the global spotlight. More than thirty foreign delegations attended the meeting, which resulted in the Alagoas Letter, which will be presented at the P20 Summit.  Parliamentarians from G20 member nations and invited countries discussed promoting climate justice and sustainable development from the perspective of gender and race, expanding female representation in decision-making spaces, and fighting gender and race inequalities.

To foster the connection between the Maceió Meeting and the P20 Summit, the event in Brasilia will begin on November 6th with the “G20 Parliamentary Forum: Towards the implementation of the recommendations from the 1st Meeting of P20 Women Parliamentarians.”

P20 Summit

In dialogue with the priority thematic axes of the G20 this year, which brings together heads of state and government of the world's largest economies, the 10th P20 Summit will promote debates and exchanges under the theme "Parliaments for a Fair World and a Sustainable Planet." The goal is to identify strategies for positively impacting the lives of their countries' populations and the international community. Sixty-two delegations representing the parliaments of thirty-five countries and seven international institutions, including the UN, the Interparliamentary Union (IPU), and the Mercosur Parliament, were invited.

Exchange among the G20 Parliaments is an important tool for bringing government decision-making processes closer to society's sectors. The role of parliamentarians is also essential to ensure compliance with international agreements in their countries.

On November 7th, the official opening ceremony of the P20 Summit will be held, with the arrival of the presidents of the participating Parliaments and two working sessions, with the following themes: the contribution of Parliaments in tackling hunger, poverty, and inequality at the global level; socio-environmental development and fair and inclusive ecological transition, including the dimension of facing natural and human-caused calamities.

On November 8th, the last working session will discuss global governance adapted to the challenges of the 21st century. A Joint Declaration is expected to be adopted at the end of the P20 meeting. It will be delivered to the G20 Leaders' Summit, scheduled for November 18th and 19th in Rio de Janeiro, with the presence of the leaders of the 19 member countries, the African Union, and the European Union.

On the three days of the event, parliamentarians will also be able to participate in bilateral meetings to address topics of mutual interest.

Background

The P20 was structured in its current format at the 2018 G20 Leaders' Summit in Buenos Aires. It is a platform designed for debate among Parliament's presidents to strengthen parliamentary diplomacy on the topics addressed by the G20. Between 2010 and 2018, the P20 operated through consultation meetings: in 2010, in Canada; in 2011, in South Korea; in 2012, in Saudi Arabia; and in 2013, in Mexico. The following editions were in Japan in 2019, Italy in 2021, Indonesia in 2022, and India in 2023. Due to the pandemic, the 2020 edition was canceled. Therefore, Brasil will host the 10th edition of the P20.
